How do I break out of this ghetto that I work in ?

I am front line staff in a group home - I have worked in the agency I am in over a year and in related positions for the last four. I have more qualifications than almost anyone in my position. All I can get is crap front line jobs - in support type positions. I have an excellent resume and great references but every time I try to rise up into a position of more responsibility I am not chosen. I would love some ideas and strategies that can give me a breakthrough. I need to go to a higher level where I use my level of skill and education. Thank-you for all responses !!
