Power steering problem on 2004 Nissan Altima?

My 2004 4 Cyl Nissan Altima's power steering quit working. It has been few months now. I looked in the reservoir, I could see fluid full and it is moving while the engine running. So I ume the PS pump is okay. No leaks what so ever. Any one thinks of any other problem, why it is not working?
