Should i get over him or not?

hey, im 19 dating a 22 year old. we broke up around two months ago because hes going through alot of stress in his life with work home and school, and he just started treating me bad and blaming me , he told me to do whatever so i told him i will move on but everytime i talk to him he doesnt want me to move on, he tells me hes confused, he doesnt want me to talk to any other guy but at the same time he doesnt know what he wants, talk to me rudely and i dunno if i should just move on and froget about him or wait on him.??
