Where is the starting the relay on a 2002 VW Jetta?

Tyring to find the starting relay to see if thats the reason why my car isn't cranking at all. Benched test the starter and by ped the relay and the engine started, I just can't or identity which is the starting relay, checked everywhere on line and repair manuals but still can't find it. Please hel, thanks.
